On March 4, the fifth plenary (enlarged) meeting of the fifth BUU Party Committee was held at the university’s North Fourth Ring Campus. The meeting was presided over by the Standing Committee of the BUU Party Committee. Twenty two members of the BUU Party Committee attended the meeting; all members of the Discipline Inspection Committee of the BUU, secretaries of all secondary Party organizations, heads of departments and organizations governed by the university, and deans of all colleges were also present at the meeting. Other middle-level cadres in charge of the university followed the meeting through the on-campus webcast.

Chu Guoqing, Secretary of the BUU Party Committee, made an interpretation of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, conveyed the spirit of the 15th and 16th Plenary Sessions of the 12th CPC Central Committee, reported on the democratic meetings of the Standing Committee of the BUU Party Committee, and made a work report on behalf of the Standing Committee, entitled: “Controlling the direction, managing the overall situation, Making decisions and ensuring implementation; doing a good job in both epidemic prevention and control and education development to bring the efforts of the BUU to a new level”.

Headmaster of BUU Li Xuewei delivered a work report entitled: “Exploring Effective Paths for the New Paradigm and Enhancing Core Competencies for Education Development”. He briefly reviewed the achievements of the BUU in 2020 and during the period of the 13th Five-Year Plan, analyzed the bottlenecks limiting the university’s development in the new stage of the 14th Five-Year Plan, put forward the goal of integrating and building the “Three Beijing” academic clusters, clarified the development direction of the core competencies of the university, and proposed to continuously improve the standard of morality education.

The Plenary also listened to and discussed the “Development Plan of Beijing United University for the 14th Five-Year Plan Period”, as well as the draft special plans on Party building and ideological and political work, talent cultivation, discipline construction and postgraduate education, science and technology efforts, international exchange, faculty and staff, and the school’s operating conditions. The Plenary also adopted the “Work Summary of BUU in 2020”, the “2020 Work Summary of Party Building in BUU”, the “Work Points of BUU in 2021” and the “Party Building Work Plan of BUU in 2021”.

The Fifth Plenary (Enlarged) Meeting of the Fifth BUU Party Committee was a mobilization meeting to start a new journey and map out a new direction for the university. The meeting fully affirmed the achievements made by the Standing committee of the BUU Party Committee in 2020, analyzed in depth the new situation and new tasks in the face of the reform and development of the university, discussed the 14th Five-Year Plan of the country, and determined the key tasks for 2021. The meeting further clarified the objectives and tasks of the BUU, and boosted morale and energy of all members of the BUU Party Committee.

The meeting stressed that the BUU should unswervingly follow the new development philosophy, coordinate the regular epidemic prevention and control and education development, take the strengthening of the political construction of the Party as the overall guidance, solidly fulfil its duty in implementing full and strict governance over the Party.(Party building); focus on improving the “Three-Wide Education” pattern, carry out the fundamental task on morality education through all aspects and links of the university’s work; fulfil the requirements on classified development of municipal public universities, adhere to the meaningful, characteristic and differentiated development, focus on the construction of the university’s core competencies such as high-level applied talent training and applied scientific research, continuously improve the standard of its service to the economic and social development of Beijing, and steadily promote its construction as a high-level applied university.

The plenary meeting called on the Party organizations at all levels, all Party members and cadres, and all the staff of the BUU to further raise their political awareness, enhance their consciousness“to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment” (the Four Consciousnesses), strengthen their confidence “in the path, theory, system, and culture of socialism with Chinese characteristics” (the Four-Sphere Confidence), and uphold General Secretary Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole, as well as the Central Committee’s authority and its centralized, unified leadership (Two Upholds). They should continue to improve their political judgement, understanding and execution, resolutely fulfill the requirements raised by Beijing as a political center, remember their duty and mission to serve Beijing and its citizens, accurately grasp the new features and requirements of Beijing’s new development, actively create favorable conditions, grasp new opportunities and dare to solve hard problems, continuously promote the development of the university to a new level with the best standards, and celebrate the 100th anniversary of the founding of the Communist Party of China with outstanding achievements!
